British Intelligence Moves To Protect Research Universities From Espionage (therecord.media) 8

The head of Britain's domestic intelligence agency warned the country's leading research universities on Thursday that foreign states are targeting their institutions and imperilling national security. The Record: "We know that our universities are being actively targeted by hostile actors and need to guard against the threat posed to frontier research in the most sensitive sectors," said the deputy prime minister Oliver Dowden, who also attended the briefing. The threat requires "further measures," said the deputy PM, who announced that the government was launching a consultation with the sector so it could "do more to support our universities and put the right security in place to protect their cutting-edge research."

The briefing was delivered by Ken McCallum, the director general of MI5, alongside Dowden and the National Cyber Security Centre's interim chief executive, Felicity Oswald. It was made to the vice-chancellors of the Russell Group, a collective of the country's 24 leading universities. Among the range of measures being considered is having MI5, the domestic security agency, carry out security vetting on key researchers involved in a "small proportion of academic work, with a particular focus on research with potential dual uses in civilian and military life."

Chinese Drone Maker DJI Might Get Banned Next in the US (nytimes.com) 107

U.S. authorities consider DJI a security threat. Congress is weighing legislation to ban it [non-paywalled link], prompting a lobbying campaign from the company, which dominates the commercial and consumer drone markets. The New York Times: DJI is on a Defense Department list of Chinese military companies whose products the U.S. armed forces will be prohibited from purchasing in the future. As part of the defense budget that Congress passed for this year, other federal agencies and programs are likely to be prohibited from purchasing DJI drones as well. The drones -- though not designed or authorized for combat use -- have also become ubiquitous in Russia's war against Ukraine.

The Treasury and Commerce Departments have penalized DJI over the use of its drones for spying on Uyghur Muslims who are held in camps by Chinese officials in the Xinjiang region. Researchers have found that Beijing could potentially exploit vulnerabilities in an app that controls the drone to gain access to large amounts of personal information, although a U.S. official said there are currently no known vulnerabilities that have not been patched. Now Congress is weighing legislation that could kill much of DJI's commercial business in the United States by putting it on a Federal Communications Commission roster blocking it from running on the country's communications infrastructure.

The bill, which has bipartisan support, has been met with a muscular lobbying campaign by DJI. The company is hoping that Americans like Mr. Nordfors who use its products will help persuade lawmakers that the United States has nothing to fear -- and much to gain -- by keeping DJI drones flying. "DJI presents an unacceptable national security risk, and it is past time that drones made by Communist China are removed from America," Representative Elise Stefanik, Republican of New York and one of the bill's primary sponsors, said in an emailed statement this month.

Google Fires More Employees Over Protest of Cloud Contract With Israel (axios.com) 228

Google has fired another 20 workers for participating in protests against its $1.2 billion cloud computing contract with the Israeli government, according to an activist group representing the workers. From a report: In total, the company has now fired around 50 employees over sit-in protests held in Google offices last week that were part of yearslong discontent among a group of Google and Amazon workers over claims that Israel is using the companies' services to harm Palestinians. Google has denied those claims, saying Project Nimbus, the cloud-computing contract, doesn't involve "highly sensitive, classified, or military workloads relevant to weapons or intelligence services," and that Israeli government ministries that use its commercial cloud must agree to its terms of services and other policies.

No Tech For Apartheid, the group representing the workers, claimed in a statement that Google is attempting to "quash dissent, silence its workers, and reassert its power over them." "That's because Google values its profit, and its $1.2 billion contract with the Israeli government and military, more than people. And it certainly values it over its own workers," it said. The group said it will continue organizing until Google cancels Project Nimbus.

Russian Court Sentences Meta Spokesperson To Six Years in Absentia, Calls Meta 'Extremist Organisation' (reuters.com) 115

A military court in Moscow on Monday sentenced Meta spokesperson Andy Stone to six years in prison for "publicly defending terrorism," a verdict handed down in absentia, RIA news agency reported. Reuters: Meta itself is designated an extremist organisation in Russia and its Facebook and Instagram social media platforms have been banned in the country since 2022 when Russia invaded Ukraine.

[...] Russia's interior ministry opened a criminal investigation into Stone late last year, without disclosing specific charges. RIA cited state investigators as saying Stone had published online comments that defended "aggressive, hostile and violent actions" towards Russian soldiers involved in what Moscow calls its "special military operation" in Ukraine.

Google To Employees: 'We Are a Workplace' 260

Google, once known for its unconventional approach to business, has taken a decisive step towards becoming a more traditional company by firing 28 employees who participated in protests against a $1.2 billion contract with the Israeli government. The move comes after sit-in demonstrations on Tuesday at Google offices in Silicon Valley and New York City, where employees opposed the company's support for Project Nimbus, a cloud computing contract they argue harms Palestinians in Gaza. Nine employees were arrested during the protests.

In a note to employees, CEO Sundar Pichai said, "We have a culture of vibrant, open discussion... But ultimately we are a workplace and our policies and expectations are clear: this is a business, and not a place to act in a way that disrupts coworkers or makes them feel unsafe, to attempt to use the company as a personal platform, or to fight over disruptive issues or debate politics."

Google also says that the Project Nimbus contract is "not directed at highly sensitive, classified, or military workloads relevant to weapons or intelligence services."

Axios adds: Google prided itself from its early days on creating a university-like atmosphere for the elite engineers it hired. Dissent was encouraged in the belief that open discourse fostered innovation. "A lot of Google is organized around the fact that people still think they're in college when they work here," then-CEO Eric Schmidt told "In the Plex" author Steven Levy in the 2000s.

What worked for an organization with a few thousand employees is harder to maintain among nearly 200,000 workers. Generational shifts in political and social expectations also mean that Google's leadership and its rank-and-file aren't always aligned.

Northrop Grumman Working With SpaceX On US Spy Satellite System (reuters.com) 10

Longtime Slashdot reader SonicSpike shares a report from Reuters: Aerospace and defense company Northrop Grumman is working with SpaceX [...] on a classified spy satellite project already capturing high-resolution imagery of the Earth, according to people familiar with the program. The program, details of which were first reported by Reuters last month, is meant to enhance the U.S. government's ability to track military and intelligence targets from low-Earth orbits, providing high-resolution imagery of a kind that had traditionally been captured mostly by drones and reconnaissance aircraft. The inclusion of Northrop Grumman, which has not been previously reported, reflects a desire among government officials to avoid putting too much control of a highly-sensitive intelligence program in the hands of one contractor, four people familiar with the project told Reuters. 'It is in the government's interest to not be totally invested in one company run by one person,' one of the people said.

It's unclear whether other contractors are involved at present or could join the project as it develops. Northrop Grumman is providing sensors for some of the SpaceX satellites, the people familiar with the project told Reuters. Northrop Grumman, two of the people added, will test those satellites at its own facilities before they are launched. At least 50 of the SpaceX satellites are expected at Northrop Grumman facilities for procedures including testing and the installation of sensors in coming years, one of the people said. In March, Reuters reported that the National Reconnaissance Office, or NRO, in 2021 awarded a $1.8 billion contract to SpaceX for the classified project, a planned network of hundreds of satellites. So far, the people familiar with the project said, SpaceX has launched roughly a dozen prototypes and is already providing test imagery to the NRO, an intelligence agency that oversees development of U.S. spy satellites.

US Air Force Confirms First Successful AI Dogfight (theverge.com) 69

The US Air Force is putting AI in the pilot's seat. In an update on Thursday, the Defense Advanced Research Projects Agency (DARPA) revealed that an AI-controlled jet successfully faced a human pilot during an in-air dogfight test carried out last year. From a report: DARPA began experimenting with AI applications in December 2022 as part of its Air Combat Evolution (ACE) program. It worked to develop an AI system capable of autonomously flying a fighter jet, while also adhering to the Air Force's safety protocols. After carrying out dogfighting simulations using the AI pilot, DARPA put its work to the test by installing the AI system inside its experimental X-62A aircraft. That allowed it to get the AI-controlled craft into the air at the Edwards Air Force Base in California, where it says it carried out its first successful dogfight test against a human in September 2023.

Google Workers Arrested After Nine-Hour Protest In Cloud Chief's Office (cnbc.com) 308

CNBC reports that nine Google workers were arrested on trespassing charges Tuesday night in protest of the company's $1.2 billion contract providing cloud computing services to the Israeli government. The sit-in happened at Google Cloud CEO Thomas Kurian's office in Sunnyvale and the 10th floor commons of Google's New York office. From the report: The arrests, which were livestreamed on Twitch by participants, follow rallies outside Google offices in New York, Sunnyvale and Seattle, which attracted hundreds of attendees, according to workers involved. [...] Protesters in Sunnyvale sat in Kurian's office for more than nine hours until their arrests, writing demands on Kurian's whiteboard and wearing shirts that read "Googler against genocide." In New York, protesters sat in a three-floor common space. Five workers from Sunnyvale and four from New York were arrested.

"On a personal level, I am opposed to Google taking any military contracts -- no matter which government they're with or what exactly the contract is about," Cheyne Anderson, a Google Cloud software engineer based in Washington, told CNBC. "And I hold that opinion because Google is an international company and no matter which military it's with, there are always going to be people on the receiving end... represented in Google's employee base and also our user base." Anderson had flown to Sunnyvale for the protest in Kurian's office and was one of the workers arrested Tuesday.
"Google Cloud supports numerous governments around the world in countries where we operate, including the Israeli government, with our generally available cloud computing services," a Google spokesperson told CNBC, adding, "This work is not directed at highly sensitive, classified, or military workloads relevant to weapons or intelligence services."

Will the US-China Competition to Field Military Drone Swarms Spark a Global Arms Race? (apnews.com) 28

The Associated Press reports: As their rivalry intensifies, U.S. and Chinese military planners are gearing up for a new kind of warfare in which squadrons of air and sea drones equipped with artificial intelligence work together like swarms of bees to overwhelm an enemy. The planners envision a scenario in which hundreds, even thousands of the machines engage in coordinated battle. A single controller might oversee dozens of drones. Some would scout, others attack. Some would be able to pivot to new objectives in the middle of a mission based on prior programming rather than a direct order.

The world's only AI superpowers are engaged in an arms race for swarming drones that is reminiscent of the Cold War, except drone technology will be far more difficult to contain than nuclear weapons. Because software drives the drones' swarming abilities, it could be relatively easy and cheap for rogue nations and militants to acquire their own fleets of killer robots. The Pentagon is pushing urgent development of inexpensive, expendable drones as a deterrent against China acting on its territorial claim on Taiwan. Washington says it has no choice but to keep pace with Beijing. Chinese officials say AI-enabled weapons are inevitable so they, too, must have them.

The unchecked spread of swarm technology "could lead to more instability and conflict around the world," said Margarita Konaev, an analyst with Georgetown University's Center for Security and Emerging Technology.

"A 2023 Georgetown study of AI-related military spending found that more than a third of known contracts issued by both U.S. and Chinese military services over eight months in 2020 were for intelligent uncrewed systems..." according to the article.

Will America's Next Soldiers Be Machines? (foreignpolicy.com) 131

Foreign Policy magazine visits a U.S. military training exercise that pitted Lt. Isaac McCurdy and his platoon of infantry troops against machines with camera lenses for eyes and sheet metal for skin: Driving on eight screeching wheels and carrying enough firepower on their truck beds to fill a small arms depot, a handful of U.S. Army robots stormed through the battlefield of the fictional city of Ujen. The robots shot up houses where the opposition force hid. Drones that had been loitering over the battlefield for hours hovered above McCurdy and his team and dropped "bombs" — foam footballs, in this case — right on top of them, a perfectly placed artillery shot. Robot dogs, with sensors for heads, searched houses to make sure they were clear.

"If you see the whites of someone's eyes or their sunglasses, [and] you shoot back at that, they're going to have a human response," McCurdy said. "If it's a robot pulling up, shooting something that's bigger than you can carry yourself, and it's not going to just die when you shoot a center mass, it's a very different feeling."

In the United States' next major war, the Army's brass is hoping that robots will be the ones taking the first punch, doing the dirty, dull, and dangerous jobs that killed hundreds — likely thousands — of the more than 7,000 U.S. service members who died during two decades of wars in the Middle East. The goal is to put a robot in the most dangerous spot on the battlefield instead of a 19-year-old private fresh out of basic training... [Several] Army leaders believe that almost every U.S. Army unit, down to the smallest foot patrols, will soon have drones in the sky to sense, protect, and attack. And it won't be long before the United States is deploying ground robots into battle in human-machine teams.

The robots haven't been tested with live ammunition yet — or in colder temperatures, the magazine notes. (And at one point in the exercise, "Army officials jammed themselves, and a swarm of drones dropped out of the sky.) But the U.S. Army is "considering a proposal to add a platoon of robots, the equivalent of 20 to 50 human soldiers, to its armored brigade combat team."

Six generals and several colonels watched the exercise, according to the article, which notes that the ultimate goal isn't to replace all human soldiers. "The point is to get the advantage before China or Russia do."

US Government Says Recent Microsoft Breach Exposed Federal Agencies to Hacking (msn.com) 15

From the Washington Post: The U.S. government said Thursday that Russian government hackers who recently stole Microsoft corporate emails had obtained passwords and other secret material that might allow them to breach multiple U.S. agencies.

The Cybersecurity and Infrastructure Security Agency, an arm of the Department of Homeland Security, on Tuesday issued a rare binding directive to an undisclosed number of agencies requiring them to change any log-ins that were taken and investigate what else might be at risk. The directive was made public Thursday, after recipients had begun shoring up their defenses. The "successful compromise of Microsoft corporate email accounts and the exfiltration of correspondence between agencies and Microsoft presents a grave and unacceptable risk to agencies," CISA wrote. "This Emergency Directive requires agencies to analyze the content of exfiltrated emails, reset compromised credentials, and take additional steps to ensure authentication tools for privileged Microsoft Azure accounts are secure."

"CISA officials told reporters it is so far unclear whether the hackers, associated with Russian military intelligence agency SVR, had obtained anything from the exposed agencies," according to the article. And the article adds that CISA "did not spell out the extent of any risks to national interests."

But the agency's executive assistant director for cybersecurity did tell the newspaper that "the potential for exposure of federal authentication credentials...does pose an exigent risk to the federal enterprise, hence the need for this directive and the actions therein." Microsoft's Windows operating system, Outlook email and other software are used throughout the U.S. government, giving the Redmond, Washington-based company enormous responsibility for the cybersecurity of federal employees and their work. But the longtime relationship is showing increasing signs of strain.... [T]he breach is one of a few severe intrusions at the company that have exposed many others elsewhere to potential hacking. Another of those incidents — in which Chinese government hackers cracked security in Microsoft's cloud software offerings to steal email from State Department and Commerce Department officials — triggered a major federal review that last week called on the company to overhaul its culture, which the Cyber Safety Review Board cited as allowing a "cascade of avoidable errors."

China Moving At 'Breathtaking Speed' In Final Frontier, Space Force Says (space.com) 196

China is rapidly advancing its space capabilities to challenge the United States' dominance in space, as evidenced by its significant increase in on-orbit intelligence and reconnaissance satellites and the development of sophisticated counterspace weapons. Space.com reports: "Frankly, China is moving at a breathtaking speed. Since 2018, China has more than tripled their on-orbit intelligence, surveillance and reconnaissance satellites," Gen. Stephen Whiting, commander of U.S. Space Command, said here on Tuesday, during a talk at the 39th Space Symposium. "And with these systems, they've built a kill web over the Pacific Ocean to find, fix, track and, yes, target United States and allied military capabilities," he added. And that's not all. China has also "built a range of counterspace weapons, from reversible jamming all the way up to kinetic hit-to-kill direct-ascent and co-orbital ASATs," Whiting said.

Indeed, China demonstrated direct-ascent ASAT, or anti-satellite, weapon technology back in January 2007, when it destroyed one of its defunct weather satellites with a missile. That test was widely decried as irresponsible, for it generated thousands of pieces of debris, many of which are still cluttering up Earth orbit. Such activities show that China is now treating space as a war-fighting domain, Whiting said. And so, he added, is Russia, which has also conducted ASAT tests recently, including a destructive one in November 2021. Russia has also been aggressively building out its orbital architecture; since 2018, the nation has more than doubled its total number of active satellites, according to Whiting. The U.S. government has taken notice of these trends.

"We are at a pivotal moment in history," Troy Meink, principal deputy director of the National Reconnaissance Office, which builds and operates the United States' fleet of spy satellites, said during a different talk on Tuesday here at the symposium. "For the first time in decades, U.S. leadership in space and space technology is being challenged," Meink added. "Our competitors are actively seeking ways to threaten our capabilities, and we see this every day." The U.S. must act if it wishes to beat back this challenge, Meink and Whiting stressed; it cannot rely on the inertia of past success to do the job. For example, Meink highlighted the need to innovate with the nation's reconnaissance satellites, to make them more numerous, more agile and more resilient. U.S. Under Secretary of Defense for Research and Engineering Heidi Shyu also emphasized the importance of increasing resilience, a goal that she said could be achieved by diversifying the nation's space capabilities. "We must assess ways to incorporate radiation-hardened electronics, novel orbits, varied communication pathways, advancements in propulsion technologies and increased cooperation with our allies," Shyu said in another talk on Tuesday at the symposium.

Biden Considering Request To Drop Assange Charges (bbc.com) 146

President Joe Biden said he is "considering" a request from Australia to drop the prosecution of WikiLeaks founder Julian Assange. The BBC reports: The country's parliament recently passed a measure -- backed by PM Anthony Albanese -- calling for the return of Mr Assange to his native Australia. The US wants to extradite the 52-year-old from the UK on criminal charges over the leaking of military records. Mr Assange denies the charges, saying the leaks were an act of journalism. The president was asked about Australia's request on Wednesday and said: "We're considering it."

Mr Assange, 52, is fighting extradition in the UK courts. The extradition was put on hold in March after London's High Court said the United States must provide assurances he would not face the death penalty. The High Court is due to evaluate any responses from the US authorities at the end of May.
The measure passed the Australian parliament in February. Mr Albanese told MPs: "People will have a range of views about Mr Assange's conduct... But regardless of where people stand, this thing cannot just go on and on and on indefinitely."

TSMC Wins $6.6 Billion US Subsidy for Arizona Chip Production (reuters.com) 85

The U.S. Commerce Department said on Monday it would award Taiwan Semiconductor Manufacturing Co's unit a $6.6 billion subsidy for advanced semiconductor production in Phoenix, Arizona and up to $5 billion in low-cost government loans. From a report: TSMC agreed to expand its planned investment by $25 billion to $65 billion and to add a third Arizona fab by 2030, Commerce said in announcing the preliminary award. The Taiwanese company will produce the world's most advanced 2 nanometer technology at its second Arizona fab expected to begin production in 2028, the department said.

"These are the chips that underpin all artificial intelligence, and they are the chips that are necessary components for the technologies that we need to underpin our economy, but frankly, a 21st century military and national security apparatus," Commerce Secretary Gina Raimondo said in a statement. TSMC, the world's largest contract chipmaker and a major supplier to Apple and Nvidia had previously announced plans to invest $40 billion in Arizona. TSMC expects to begin high-volume production in its first U.S. fab there by the first half of 2025, Commerce said. The $65 billion-plus investment by TSMC is the largest foreign direct investment in a completely new project in U.S. history, the department said.

'Russia Might Have Caused Havana Syndrome' (washingtonpost.com) 188

An anonymous reader quotes an opinion piece from the Washington Post, published by the Editorial Board: A just-published investigation by Russian, American and German journalists has unearthed startling new information about the so-called Havana syndrome, or "Anomalous Health Incidents," as the government calls the unexplained bouts of painful disorientation that U.S. diplomats and intelligence officers have suffered in recent years. The new information suggests but does not prove that Russia's military intelligence agency is responsible. Earlier, agencies in the U.S. intelligence community had concluded that "it is very unlikely a foreign adversary is responsible." They need to look again. [...]

[T]he new investigation by the Insider, a Russian investigative news outlet, in collaboration with CBS's "60 Minutes" and Germany's Der Spiegel, paints a different picture. It identifies the possible culprit as Unit 29155, a "notorious assassination and sabotage squad" of the GRU, Moscow's military intelligence service. Senior members of the unit received "awards and political promotions for work related to the development of 'non-lethal acoustic weapons'" -- a term used in the Russian military-scientific literature to describe both sound- and radiofrequency-based directed energy devices. The investigation found documentary evidence that Unit 29155 "has been experimenting with exactly the kind of weaponized technology" experts suggest is a plausible cause. Moreover, the Insider reported, geolocation data shows that operators attached to Unit 29155, traveling undercover, were present in places where Havana syndrome struck, just before the incidents took place.

Even more concerning, the investigation found that a commonality among the Americans targeted was their work history on Russia issues. This included CIA officers who were helping Ukraine build up its intelligence capabilities in the years before Russia's full-scale invasion in 2022. One veteran of the CIA Kyiv station was named the new chief of station in Vietnam and was hit there. A second veteran of the CIA in Ukraine was hit in his apartment in Tashkent, Uzbekistan. Both these intelligence officers had to be medevaced and were treated at Walter Reed National Military Medical Center. The wife of a third CIA officer who had served in Kyiv was hit in London. "Of all the cases" examined by the news organizations, they said, "the most well-documented involve U.S. intelligence and diplomatic personnel with subject matter expertise in Russia or operational experience in countries such as Georgia and Ukraine," both of which were the scene of popular pro-Western uprisings in the past two decades. The news organizations point out that Russian President Vladimir Putin has often blamed these "color revolutions" on the CIA and the State Department. They conclude, "Putin would have every interest in neutralizing scores of U.S. intelligence officers he deemed responsible for his loss of the former satellites."
The Editorial Board is advocating for a thorough and aggressive investigation by the U.S. intelligence community that "takes into account all aspects of the incidents."

"If the incidents are a deliberate attack, the perpetrator must be identified and held to account. Along with sending a message to those who might harm American personnel, the United States needs to show all those who might join the diplomatic and intelligence services that the government will protect them abroad and at home from foreign adversaries, no matter what."

The Air Force Bought a Surveillance-Focused AI Chatbot (404media.co) 11

The U.S. Air Force paid for a test version of an AI-powered chatbot to assist in intelligence and surveillance tasks as part of a $1.2 million deal, according to internal Air Force documents obtained by 404 Media. From the report: The news provides more insight into what military agencies are currently exploring using AI for, and comes as more AI companies eye the military space as a business opportunity. OpenAI, for instance, quietly removed language that expressly prohibited its technology for military purposes in January. "Edge Al Platform for Space and Unmanned Aerial Imagery Intelligence," a section of one of the documents reads. The contract is between the Air Force and a company called Misram LLC, which also operates under the name Spectronn.

Included in a "milestone schedule" explaining the specifics of the deal are the items "ISR chatbot design" and "ISR chatbot software." ISR refers to intelligence, surveillance, and reconnaissance, a common military term. Other items in the schedule include "data ingestion tool" and "data visualization tool." 404 Media obtained the documents through a Freedom of Information Act (FOIA) request with the Air Force. On its website, Spectronn advertises an "AI Digital Assistant for Analytics." It says the bot can take data such as images and videos, and then answer plain English questions about that information. "Current analytics dashboard solutions are complex and not human-friendly. It leads to severe latency (from hours to days), cognitive load on the data analyst, false alarms, and frustrated decision makers or end-users," it reads.

Europe Turns To the Falcon 9 To Launch Its Navigation Satellites 93

The European Union has agreed to launch four Galileo navigation satellites on SpaceX's Falcon 9 rocket at a 30 percent premium over the standard launch price. Ars Technica reports: According to Politico, the security agreement permits staff working for the EU and European Space Agency to have access to the launch pad at all times and, should there be a mishap with the mission, the first opportunity to retrieve debris. With the agreement, final preparations can begin for two launches of two satellites each, on the Falcon 9 rocket from Florida. These Galileo missions will occur later this year. The satellites, which each weigh about 700 kg, will be launched into an orbit about 22,000 km above the planet.

The heightened security measures are due to the proprietary technology incorporated into the satellites, which cost hundreds of millions of euros to build; they perform a similar function to US-manufactured Global Positioning System satellites. The Florida launches will be the first time Galileo satellites, which are used for civilian and military purposes, have been exported outside of European territory. Due to the extra overhead related to the national security mission, the European Union agreed to pay 180 million euros for the two launches, or about $196 million. This represents about a 30 percent premium over the standard launch price of $67 million for a Falcon 9 launch.
Over the past two years, the European Space Agency (ESA) had to rely on SpaceX for several launches, including significant projects like the Euclid space telescope and other ESA satellites, due to the cessation of collaborations with Roscosmos after the invasion of Ukraine and delays in the Ariane 6 rocket's development. With the Ariane 5 retired and no immediate replacement, Europe's access to space was compromised.

That said, the Ariane 6 is working towards a launch window in the coming months, promising a return to self-reliance for ESA with a packed schedule of missions ahead.

What's Next for SpaceX's Starship? (thestreet.com) 104

The Street interviewed Chad Anderson, founder/managing partner of the "space economy" investment firm Space Capital, who calls SpaceX's progress "unprecedented," and believes their next launch could carry "operational" payloads like Starlink satellites. Anderson added that Starship reaching orbital velocity and reentering the atmosphere at those speeds (roughly 16,000 miles per hour) was "a really big deal," though it's specifically important for the reusability of the vehicle, which would further cheapen the cost of launch.

"The fact that they did all those things and they can now move into operations as an investor is hugely important and significant," Anderson said. "Having an operational Starship vehicle is really important because, at the moment, they just can't launch Starlink satellites fast enough. Starship is going to be able to launch 10 times more than Falcon 9 can, and that's really important...."

The ship is so big that, according to Anderson, Starship could conceivably serve as a space station, or a hotel, or a manufacturing facility. There is also the potential of Starship actually competing with commercial airlines, flying, for example, from New York to Shanghai in 45 minutes.

Clayton Swope, senior fellow at CSIS, also believes Starship could be used for "last-mile delivery... where you could move something in less than an hour, anywhere from a point on Earth to another point on Earth, and you're just kind of using space as that transit point."

There's also defense applications. Defense One notes the U.S. Defense Department uses SpaceX to launch most of its satellites. "With a payload capacity of 100 to 150 tons, Starship could carry a bunch of satellites simultaneously and increase the Space Force's launch rate as it builds out a network of hundreds of satellites in low-Earth orbit." Once Starship is operational, it will be able to put things into higher orbits, which is key for the Pentagon's push to operate in the cislunar environment, the area between the geosynchronous orbit and the moon. "The Chinese have already begun cislunar operations and have put vehicles on the far side of the moon, which is something the U.S. doesn't really have the ability to do right now," said Bryan Clark, a senior fellow at the Hudson Institute.

However, the advantage the U.S. will get with Starship "won't last forever," and it will take years to build satellites specifically designed to take advantage of the rocket's payload capacity, said Todd Harrison, a senior fellow at the American Enterprise Institute. "At this rate, they will have Starship operational this year. We need payloads to go on that, if we're actually going to take advantage of it during this window of opportunity when it's a capability only we have. If you want those payloads available next year, you needed to start building them five years ago," Harrison said.

Starship could be used to put very large objects into space, such as fuel barges or energy stations, at a reasonable cost. "You could use this to put up an orbital bus that you can then put on and remove payloads from, so you can have a satellite on orbit that's basically a large docking station," Clark said... "[I]t could be a way to do that kind of thing where you establish essentially an unmanned, little space station that can carry various payloads."

Pentagon Scraps $2.5 Billion Grant To Intel (seekingalpha.com) 38

According to Bloomberg (paywalled), the Pentagon has reportedly scrapped its plan to allocate $2.5 billion in grants to Intel, causing the firm's stock to slip in extended-hours trading. From a report: The decision now leaves the U.S. Commerce Department, which is responsible for doling out the funds from the U.S. CHIPs and Science Act, to make up the shortfall, the news outlet said. The Commerce Dept. was initially only supposed to cover $1B of the $3.5B that Intel is slated to receive for advanced defense and intelligence-related semiconductors. The deal is slated to position Intel as the dedicated supplier for processors used for military and intelligence applications and could result in a Secure Enclave inside Intel's chip factory, the news outlet said. With the Pentagon reportedly pulling out, it could alter how much Intel and other companies receive from the CHIPs Act, the news outlet said.

World's Largest Aircraft Goes Supersonic In First Powered Flight (geekwire.com) 32

An anonymous reader quotes a report from GeekWire: Chalk up another milestone for Stratolaunch, the air-launch venture created by the late Microsoft co-founder Paul Allen: The company's mammoth airplane deployed a winged test vehicle for its first rocket-powered flight. Stratolaunch's single-use TA-1 test vehicle blazed a trail for future reusable hypersonic test vehicles that are expected to help the U.S. military catch up on one of the frontiers of aerial combat. TA-1 went supersonic, according to Zachary Krevor, Stratolaunch's president and CEO -- but based on his comments, it may not have quite hit the hypersonic standard of five times the speed of sound. "While I can't share the specific altitude and speed TA-1 reached due to proprietary agreements with our customers, we are pleased to share that in addition to meeting all primary and customer objectives of the flight, we reached high supersonic speeds approaching Mach 5 and collected a great amount of data at an incredible value to our customers," Krevor said in a news release.

Today's test flight took place in the skies above California's Mojave Air and Space Port, where Stratolaunch keeps its twin-fuselage Roc airplane. Roc is the world's biggest operational aircraft, with a wingspan of 385 feet. It's designed to serve as a flying launch pad for rocket-powered vehicles like the TA-1 and its successors. The air-launch concept makes it possible for launch missions to be flown from any airport with a runway that's big enough to accommodate Roc. It's similar to the concept that was used back in 2004 to win the $10 million Ansari X Prize for private spaceflight with financial backing from Paul Allen. [...] This flight was the 14th test mission for Roc, coming after an unpowered separation test of its TA-0 vehicle and two captive-carry test flights for TA-1. Today's test also marked the first in-flight use of Ursa Major's Hadley rocket engine. The primary test objectives included a safe release of TA-1, engine ignition, acceleration, sustained climb in altitude and a controlled splashdown into the Pacific.
