Connect the post to the person in a way that if their AC posts are trolls too often they are limited in the amount of AC posting they can do.

But if you have an account connected with it it really isn't anonymous anyway.
Probably best to just create a second account for "anonymous" postings or something.
But maybe your option should go first. If that doesn't work, get rid of ACs entirely.

Logged in AC starts at +1 mod points; logged out at +0, but should really be anonymous (no IP records kept, so poster really cannot be traced. Consider whistleblowers etc). Truly anonymous posts disabled by default for Journals (subscribers can enable)...

Why?
* If I'm away from home and don't have my password, it lets me post something without jumping through hoops. If what I post sucks, it'll be ignored or -1'ed and never seen anyway.
* If I'm going to say something nasty about a situation but could get burned for it, I'm slightly more protected by posting anon. If what I say is obviously wrong, it'll get -1 and never be seen.
* If the 'organized' slashdot groups want to put some crap up and have
