Our government thinks it can override the Geneva Convention and the Constitution with respect to torture and habeas corpus.
In addition, Arlen Specter gets a double black mark for voting this bill in after stating that he would oppose it.

Just because they pass a law allowing torture doesn't change the legal fact that our nation signed an international treaty that outlawed it.

They're still liable for prosecution. They just don't want to be.

The treaty overrides laws from Congress - just check the Constitution. The Constitution still overrides the removal of Habeas Corpus, which is still unconstitutional.

It may take a few years, and lawsuits, before that becomes clear.
