Journal Rockinsockindune's Journal: Gamerail service decreasing pings

2old2play has an article talking about a network that 'piggybacks' on top of the internet. Letting gamers signal their ISPs that their game packets should go through the Gamerail network rather than the P2P infested 'regular internet'.
From the article:

Using a ping command which is a network diagnostic utility, it would take you around 80-100 milliseconds for your ping to travel from the east coast to the west coast and back on today's Internet. Using the dedicated GameRail fiber optic network, pings around 30ms are seen. When you consider light travels 1000 miles every 8-10ms on a fiber optic line, the fastest this could possibly be with no hops is 25ms. So this is a very significant speed increase.

Sounds intersting, but will this really make enough of a difference for people who already have broadband, when their choke point is their upload, rather than their ping?
