Philosophical beings beyond the cosmological event horizon must think so.

(Regions of blue shift that counterbalance the red shift from matter and energy can make for a flat universe, so that light from different regions can radiate in parallel and not converge or diverge.)

These philosophical beings think of light that we radiate away from them as moving toward us and toward them from the far distance, and in the reverse direction through time as compared to our opinion, but light sent toward them from us is thought of by them as propagating forward in time and away from them.
