Which definition of lying you're using. Under the Pudge definition of lying, Pudge is, by definition not capable of lying. He is the pope in his own world, really; completely 100% infallible. Possibly with talent on loan from god [amazon.com], as well.

People who actually see the forest for the trees (those pesky trees really just get in the way of the clear skies initiative [wikipedia.org] anyways) realize that indeed Pudge lies a lot.
