I'm thinking their idea of diplomacy is Rocky, or maybe Bruce Willis in The Fifth Element.

The weeping over agents of Imperial hegemony is outside my provinces.

Especially the CIA station chief, who was hiding as a diplo, and somehow really cool, cos he gamed his shit online, before robbing a REAL country.
