Just got an idea which IMHO could improve the moderation system :
Make it impossible to use overrated to lower one comment's score below its original score : if it has not been rated, it cannot be overrated ; if its score is too high, then the moderator should engage its moderation by choosing for a meta-moderable reason to downmod the post.

In the same vein, I'd suggest to make it impossible to use underrated to elevate a comment's score over the maximum score a post had before its first downmod.

Hope someone has to share a piece of advice about this idea...
