Yes, but it goes further back than that: it's the philosophy of Freud, later revolutionized and put to use by his nephew, Edward Bernays [wikipedia.org], author of Propaganda [wikipedia.org], which now goes by euphemisms such as "public relations" and "marketing," under the guise of advertising and political rhetoric.

You're only the third person I've ever encountered who has seen that BBC documentary. You, me, and the person who told me I needed to watch it back in the mid-2000s.

I was led to Bernays > Propagana > BBC's CotS via one of Noam Chomsky's lectures (I can't remember which)...
