...from the old style Christmas tree light strings (where if one burned out all went dark), or any other voltage divider?

This is a rectifier using LEDs instead of regular diodes, for one. Most available voltage is eaten up by the LEDs and the design intent if for exactly that. If one goes out, half of the array will still work, unlike regular Christmas tree strings that are wired in series.
