Apparently the Adams County Free Press doesn't have a policy that forbids employees from coming into work intoxicated...

It said he drinks 4 beers a day. An average serving of alcohol is out of your system in 1-1.5 hours.

let's say he goes to work at 8:00am...

6:00am -- Wake up, have breakfast beer.

Noon -- Have lunch beer, assuming an hour lunch, it is mostly out of his system by the time he gets back to work.

6:00pm -- Dinner beer, not at work anymore

10:00pm -- Before bed "snack".

Never once, assuming the special beer has a standard level of alcohol, would he ever be to the point of "intoxicated" at any point in the day. In fact, he would never even be close to the legal BAC limit for driving.

You are also assuming that he goes to work and doesn't Telecommute.
