It's not denying anything, it's just urging prudent study before spending billions of dollars in public money. Given recent events, it's not an entirely unwarranted request.

Or do you believe that ANY questions means the questioner is a Climate Denier, a Creationist, and a baby-eater?

kind of implies that "climate data" and "global warming science" aren't yet substantiated.

It sounds somewhat skeptical to me...
