I'm curious what lessons slashdotters thinks we can learn from this disaster that might apply to disaster recovery plans in other areas, such as IT, and how we can apply those lessons to our IT and business planning and practices."

Well, that maybe the USA is in fact very alike corrupt countries in the 3rd world in first place! Eg 4 of the last 5 Illinois governors were found guilty and charged with some sort of active corruption.
