All my packets move around without some p2p like slowdown on news, ftp, irc, voip ect, so yes its 'relatively" nice to get what I paid for, ie all packets moving without 24/7 shaping.
"may mean that cheap wireless limited internet plans exist" until they get to be near monopoly and the its milking time or a nice cartel forms.

"Eighteen states impose some barriers to community broadband" .. I guess stuck with a company until you leave the state?
