In Russia, the govt controls the time

c0lo (1497653) writes "Russia permanently dropped its daylight saving time adjustments, switching its clocks to summer time permanently. The switch was justified by President Dmitry Medvedev on the basis that even cows suffer stress from getting up at a different time.

Somehow, the measure may have little to do with the cows' level of stress: even if spanning over more than 180 longitude degrees, Medvedev recently cut the number of Russia's time zones from eleven to nine in a bid to improve the efficiency of government and to help businesses to save money."
