A translation of the story states Chinese authorities have been installing spying devices on all dual-plate Chinese-Hong Kong vehicles for years, enabling a vast network of eavesdropping across the archipelago."

Apple Daily regularly does adventurous investigative journalism like this (though sometimes they cross the invisible line). In this case they seem to have done a solid job. Well done on the English re-presentation.

So who/what's listening, and how intensely? (1)

Based on the smuggler's testimony, there's some serious scrutiny with respect to conversations near the affected vehicles ... seems like a huge operation to me, or some pretty high-tech software ...
