I'm looking for a pay-as-you-go plan where I can take the SIM from a cheap phone and put it in her computer. Any suggestions?"

Verizon uses SIMs now. Not in 'dumb/feature phones' but they do. I don't think they'd let you use a SIM in a computer without a data plan, you'd have to talk to them about the specifics.
