It brings many improvements, features and polishes the UI even further, which already is one of the most polished, stable and mature desktop environments. KDE is not a desktop anymore but a name of community or a group of people who create desktop and other software. So KDE can't be released and can't have a version number. It's KDE's software that gets released. And this is the release of version 4.10 of collection of KDE software which is called KDE Software Compilation.
