Your favourite rapid development methods for PHP?

Skal Tura writes "I see too little of time is spent on concentrating on faster development methods and cycles in general on software development. As a web application engineer i am curious of what kind of ways is being employed to develop faster, with higher code quality.
What are your favourite rapid development methodologies for PHP? Do you use frameworks, such as CakePHP, Zend or CodeIgniter? Adhere to XP, RAD or Agile philosophies? Personally i prefer to just write small snippets used in many parts of a project as included objects, and have done so for years. What's yours preferred way?"
