No, they can connect. You don't need (can't have) a VPN tunnel to connect. Once connected (open access point), however, the router won't route anything past itself until the client creates the VPN tunnel.

I think that now there is so little (excluding read-only optical media) of the "true" ROM (stuff that can never be rewritten).
Now, just about all "ROM" (technically, EEPROM) can be flashed (rewritten) for the purpose of updating (or others...). So now the term "ROM" is synonymous with firmware. So, custom ROM=custom firmware.
Or in the case of emulators, ROM is the image required for the emulator to ... emulate.

We're actually working on one at [I'll omit company name]. The only problem is that the browser the users will be using will be IE6 (not by our choice)... It's a pain in the ass coding for that thing! Naturally, our app still runs well on all browsers, but IE6 was just a pain to code for!! :(
